VIRGINIA ELECTRIC AND POWER COMPANY SURRY POWER STATION ISFSI COMPLETION INFORMATION PROVIDED FOR THE ORDER FOR INTERIM SAFEGUARDS AND SECURITY COMPENSATORY MEASURES DATED OCTOBER 16, 2002 On October 16, 2002, the Nuclear Regulatory Commission (NRC) issued an Order for Interim Safeguards and Security Compensatory Measures (the Order) to all licensees who currently store spent fuel or have identified near term plans to store spent fuel in an Independent Spent Fuel Storage Installation (ISFSI) under the specific license provisions of 10 CFR 72. Virginia Electric and Power Company (Dominion) submitted an answer to the Order on November 1, 2002 (Serial No.02-647). Dominion provided additional information in a letter dated February 13, 2003 (Serial No. 02-647A).

The purpose of this letter is to inform you that Surry Power Station is in compliance with the October 16, 2002 Order. Our actions to comply with the Order are described in our answer to the Order and the additional information letter.
