Dear Sir or Madam:
Pursuant to 10 CFR 50.4 and Enclosure 1,Section III.C.2 of Reference 1, Energy Northwest is hereby reporting full compliance with the interim compensatory measures specified in Section C of Enclosure 3 to Reference 1 has been achieved at Columbia Generating Station (Columbia).
These compensatory measures for Independent Spent Fuel Storage Installations (ISFSI) located within owner controlled areas have been implemented at Columbia in consideration of the guidance provided to the Commission by the Nuclear Energy Institute on October 18, 2002. Energy Northwest acknowledges that these prudent, interim measures are required to address the current threat environment that exists following the terrorist attacks of September 11, 2001 in a consistent manner throughout the nuclear ISFSI community. Energy Northwest also acknowledges that the requirements contained in the Order will remain in effect until notification from the Commission that a significant change in the threat environment has occurred, or until the Commission determines that other changes are needed.
