Dear Mr. Clark,
In accordance with the Ginna Station Technical Requirements Manual (TRM), TR 3.3.4, "Fire Detection Instrumentation", Required Actions TR 3.3.4.C.1, this thirty (30) day special report is being submitted to outline the cause of the specified instrument inoperability and plans for restoring it to operable status.
At 1431 hours0.0166 days <br />0.398 hours <br />0.00237 weeks <br />5.444955e-4 months <br /> on March 25, 2003, Fire Detection Zone Z04 associated with the Auxiliary Building operating floor area was disconnected per Ginna Station procedure SC-3.16 2.4. This requires an hourly fire watch inspection per TRM 3.3.4.A.1. During the subsequent midnight shift turnover, it was discovered that an hourly fire watch inspection of the disconnected zone was not being performed resulting in entry into Required Action TR 3.3.4.C.1. Zone Z04 was immediately reconnected and returned to operable status at 0004 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />, March 26, 2003.
