OF MEETING HELD ON APRIL 15, 2003, WITH SOUTH TEXAS PROJECT NUCLEAR OPERATING COMPANY (STPNOC), RE:

RISK-BASED PROPOSAL FOR ALTERNATIVE SELECTION CRITERIA FOR CONTAINMENT TENDON TESTING AT SOUTH TEXAS PROJECT, UNITS 1 AND 2 (STP 1 AND 2)

On April 15, 2003, the U.S. Nuclear Regulatory Commission (NRC) staff held a meeting with representatives of STPNOC. The meeting was held at NRC headquarters in Rockville, Maryland. The purpose of the meeting was to discuss a risk-based proposal for alternative selection criteria for containment tendon testing at STP 1 and 2. The agenda for the meeting was provided and attached to the meeting notice dated April 1, 2003.

Based on the discussion, STPNOC will submit a relief request from the requirements of 10 CFR 50.55a that would help them with the hardship associated with conducting tendon lift-off tests. STPNOC may, in future, request a relief from certain requirements based on risk insights. For the immediate relief request, NRC requested the licensee to keep the deviation from the 10 CFR 50.55a requirements to a minimum.

The handout from STPNOC is included as Attachment 1 to this letter. A list of the attendees is in Attachment 2.
