TSC OVERALL DUTY:
Provide communication back and forth between the work groups in the field (India teams) and the TSC.
- MAJOR TASKS:
Prepare to take over dispatching and communicating with the in-plant (India) teams.
Maintain communications between the in-plant (India) teams and the TSC, dispatching new teams as needed.

Prepare to take over dispatching and communicating with the in-plant (India) teams.
SPECIFIC TASKS:
HOW:
- 1.
Notify the "DAMAGE CONTROL TEAM COORDINATOR" of your arrival.
- 2.
Verify UHF radio operability.
1 a.
Identify yourself as the 'TSC RADIO COMMUNICATOR".
2a.
Call the Control room (Unaffected Unit) and request a radio operability check.
(1)
Select desired System using "Double Up Arrow" and "Double Down Arrow" Buttons.
(2)
Select desired Talk-Group within selected System (if needed) using "Single Up Arrow" and "Single Down Arrow" Buttons.

Adjust Volume Control knob to desired audio level as necessary.
(4)
Depressing either the Transmit key OR the handset "Push To Talk" (PTT) bar will allow the user to transmit audio.

NOTE:
Audio is not transmitted until the TX LED turns on, indicating that the radio has acquired a channel.
- 2.
Verify UHF radio operability.
- 3.
Obtain a briefing from the "OSC COORDINATOR".
2b.
Obtain the radio channel being used to maintain communications with in plant teams.
3a.
In plant actions currently in progress that were directed by Shift Manager/Control Room 3b.
Location of personnel in plant performing actions in (3a.)
3c.
Immediate in plant actions 3d.
Ensure India Team Designators are established for these teams.
- 4.
Obtain radios from Operations or Security for use in TSC.
- 5.
Notify the "OSC COORDINATOR" when ready to assume control.
- 6.
Monitor Control Room radio communications for in plant team.
- 7.
Inform the in plant teams when the TSC assumes control.
7a.
Notify all teams:
(1)
The TSC is now in control.
(2)
You will be communicating with them.
7b.
Notify teams doing operations related tasks that:
(1)
You will communicate their travel routes within the plant, providing radiological conditions.

Operations will continue to give them specific directions on tasks to be performed.
(3)
They will maintain communications with the Control Room on Operations related tasks when the TSC is in control of the emergency.

SPECIFIC TASKS:
HOW:
- 1.
Before a team goes out, make sure 1 a.
Obtain information from an India Team you have obtained needed Dispatch Form which:
information.
(1)
Is completed by either the Maintenance/I&C Coordinator or the OSC Coordinator.

Team leader should receive this form when briefed by the Maintenance/&C Coordinator or OSC Coordinator.
(2)
Must have a Radiological Review as evidenced by "H.P. Initials" (in section 4 of this form).
1 b.
Obtain this information:
(1)
Name of team leader.
(2)
Names of other team members.
(3)
India team designation.
(4)
Purpose of team/activity to be performed.
(5)
Estimated location.

Log all information.
2a.
Log all pertinent information in the TSC Radio Communicator's Logbook.
2b.
Log all pertinent information on the India Team Tracking Board (white board).
NOTE:
This task is usually performed by the TSC Radio Communicator Clerk.
- 3.
Perform radio check as each team leaves TSC for assigned location.
3a.
Brief team leader to call you on radio before they leave the facility.
3b.
Remind them that they should continue to communicate with you, providing information specified on India Team Dispatch Form.
- 4.
While you continue to communicate with all teams, set priorities, if necessary.
4a.
Consider these factors when deciding order and length of communications:
(1)
Priorities set by DCTC.
(2)
Teams that-are in the most dangerous locations.
- 5.
Maintain communication between the teams and the TSC, logging all pertinent transmissions in and out.
5a.
Receive information on status back from the teams.

Direct and update teams.
5c.
Relay significant information back to the DCTC.
5d.
Log transmissions made and received.
