SUBJECT:
PROPOSED CHANGES TO THE SEQUOYAH NUCLEAR PLANT RESPONSE TO COMMISSION ORDER DATED FEBRUARY 25, 2002, DOCKET NUMBERS 50-327 AND 50-328 In response to the Commission Order, dated February 25, 2002, by letters dated March 18, 2002, and revised July 3, 2002, and September 3, 2002, the Tennessee Valley Authority (TVA) submitted for review by the U.S. Nuclear Regulatory Commission (NRC), a site specific schedule and related commitments for implementation of Interim Compensatory Measures (ICMs) at the Sequoyah Nuclear Plant.
By letter dated December 24, 2002, TVA submitted to the NRC, proposed changes to the commitments made by the Sequoyah Nuclear Plant to satisfy ICMs B.2.a.2 and B.2.b. The evaluation discussed below summarizes the staff review of the changes proposed by TVA.
The proposed change to the Sequoyah Nuclear Plant commitment for implementation of ICM B.2.a.2 appears to be more conservative than the prior commitment. Based on its review of the licensees submittal, the staff finds that the licensees plans for the proposed change satisfy the requirements of ICM B.2.a.2.
The proposed change to the Sequoyah Nuclear Plant commitment for implementation of ICM B.2.b, references and commits to actions identical to those implemented at similar locations at the Sequoyah Nuclear Plant and are described in the previous ICM responses referenced above. Based on its review, the staff finds that the licensees plans for the proposed change satisfy the requirements of ICM B.2.b.
In conclusion, the staff has determined that the licensees plans for the proposed changes to the commitments made by the Sequoyah Nuclear Plant for implementing ICMs B.2.a.2 and B.2.b, continue to satisfy the Commission Order dated February 25, 2002. The actions taken by the licencee to satisfy the ICM requirements will be subject to verification by the NRC through the inspection process.
