Dear Mr. Warner:

The NRC Office of Investigations (OI) initiated an investigation on April 19, 2002, to determine whether security officers employed by Burns International Security Services at Seabrook Station engaged in deliberate misconduct and whether the work environment in the security organization resulted in employees hesitant to raise issues directly to the NRC for fear of reprisal. The concerns included assertions that: 1) security officers were sleeping on duty with managements knowledge; 2) radio checks with security guards were falsified; and 3) security officers were instructed to provide incomplete and inaccurate information to NRC inspectors regarding tactical plan response. As part of the investigation, the NRC conducted numerous interviews to ascertain the validity of the concerns. The NRC determined there was insufficient evidence to conclude that any deliberate misconduct occurred. Also, interview results did not indicate that employees would be hesitant to raise concerns directly to the NRC. A copy of the synopsis of OI Report No. 1-2002-017 is enclosed.
