VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNITS I AND 2 APPENDIX B ENVIRONMENTAL PROTECTION PLAN 2002 ANNUAL REPORT DOCKET NOS. 50-338 AND 50-339
INTRODUCTION This 2002 Environmental Operating Report for the North Anna Power Station is submitted by Virginia Electric and Power Company as required under Section 5.4.1 of Appendix B, Environmental Protection Plan (EPP). The objectives of the EPP are to verify that the power station is operated in an environmentally acceptable manner, to coordinate NRC requirements, maintain consistency with other federal, state and local requirements, and to keep the NRC informed of the environmental effects of facility construction and operation. During 2002, no significant adverse environmental impact occurred as a result of the operation of North Anna Power Station, Units 1 and 2. Aquatic issues are addressed in the licensee's VPDES permit number VA 0052451 issued by the Virginia State Water Control Board. The VPDES permitting program is administered by the Department of Environmental Quality-Water Division and the NRC relies on this agency for regulation of matters involving water quality and aquatic biota.
Listed below are the summaries and reports as required under Section 5.4.1 of the EPP.
PLANT DESIGN AND OPERATION (SECTION 3.1)
There were no changes in station design and operation proposed in 2002 that involved a potentially significant unreviewed environmental issue.

EROSION CONTROL INSPECTION - SITE (SECTION 4.2.2.1)
An on-site erosion control inspection was performed at North Anna Power Station by the Civil/Design Engineering Department, Periodic Test Procedures 1-PT-9.3, Erosion Control Inspection -
Station Site. Twenty-nine areas of concern were observed to need corrective action. None impacted operability or safety.
Twenty-one involved cleaning/repairing of stormwater drainage ditchs, culverts, grates, etc. Five involved filling in of animal burrows or small sinkholes, and three were to repair eroded areas and reseed. All corrective actions have been completed.
Culverts and drainage ditches were cleaned and repaired. Holes were filled in and eroded areas were filled in where needed, seeded and covered with an erosion blanket.
EROSION AND SEDIMENT CONTROL PROGRAM - CORRIDOR RIGHTS-OF-WAY (SECTION 4.2.2.2)
Erosion inspections were made on the following corridor rights-of-way during 2002: North Anna - Midlothian; North Anna -
Morrisville; North Anna - Gordonsville; and North Anna -
Ladysmith. All locations where significant erosion was taking place have been addressed. No herbicides were used for brush control on the North Anna - Midlothian; North Anna -
Morrisville; North Anna - Gordonsville; and North Anna - Ladysmith right-of-way during 2002.

NONCOMPLIANCE (SECTION 5.4.1)
There were no Environmental Protection Plan occurrences of noncompliance during 2002.
NONROUTINE REPORTS (SECTION 5.4.2)
There was one release of a listed hazardous substance in excess of a reportable quantity under the Comprehensive Environmental Response, Compensation, and liability Act of 1980 (CERCLA) and the Emergency Planning and Community-Right-to-Know-Act (EPCRA) during 2002. A mechanical chiller failed, releasing 5,250 pounds of freon (R-12) (letter to VERC/DEQ attached, page 4).

Dear Ms. Huang:
Dominion is the majority owner and operator of the North Anna Power Station in Louisa County, Virginia.
This letter is to inform you of a release of a listed hazardous substance in excess of a reportable quantity under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) and the Emergency Planning and Community-Right-to-Know Act (EPCRA) at the North Anna facility. At no time was there any danger to the public from nuclear operations.
On October 5, 2002, there was a small leak of refrigerant (Freon, R-12) from a chilled water mechanical chiller serving the Unit I and Unit 2 nuclear generators at North Anna. Unit I was at 100% power and Unit 2 had been shut down for a scheduled refueling outage. The chiller was isolated and before repair work could begin, there was a complete failure to contain the refrigerant and the entire system charge of R-12 was released. This charge was approximately 5,250 pounds of R- 12. The release was ongoing from approximately 0210 to 0454 on the morning of October 5. The CERCLA reportable quantity for R-12 is 5,000 pounds in a 24-hour period. The R-12 is neither toxic nor flammable and did not represent a direct hazard to human health or welfare, other than as a simple asphyxiant. The area where the leak occurred was ventilated, the air was checked for R-12 and oxygen concentrations, and the area was re-entered when it was safe to make repairs.
Once the small leak became a large leak, there was nothing our personnel could have safely done to prevent the entire charge from escaping. Dominion believes that there was no direct harm done to the local environment as a result of this release.
We immediately reported the release to the National Response Center, the Virginia Emergency Response Center, and the Local Emergency Planning Committee.
