SUBJECT:

PILGRIM NUCLEAR POWER STATION - REQUEST FOR ADDITIONAL INFORMATION REGARDING REQUEST FOR AMENDMENT TO THE TECHNICAL SPECIFICATIONS, EMERGENCY CORE COOLING SYSTEM REQUIREMENTS DURING SHUTDOWN CONDITIONS (TAC NO. MB7318)

The Attachment contains a request for additional information (RAI) transmitted by electronic mail (e-mail) on February 10, 2003, to Mr. Bryan Ford of Entergy Nuclear Operations, Inc. (the licensee), regarding the Nuclear Regulatory Commission staffs review of the licensees application dated January 23, 2003. The RAI was transmitted to facilitate telephone discussions prior to the staff formally requesting the information. A conference call between the licensee and the staff was held on February 13, 2003, to discuss the information sent. During this call, it was determined that the licensee would only need to respond to questions 1 through 3 in order for the NRC staff to proceed with its review of the licensees request.

The purpose of this memorandum is to document the RAI sent by e-mail to the licensee, as well as to determine the actual information required.

In your application dated January 23, 2003, water level at the 114 ft elevation is referred to in various places. On Page 5 of 10, first paragraph, you state -----equal to elevation 114 foot in excess of 300,000 gallons of water is available to provide core cooling-----

The standard technical specification (STS), NUREG 1433, makes reference to water level at 23 feet over the top of the RPV vessel flange. Please explain the significance of the elevation 114 feet in relation to top of the active fuel (How many feet from TAF?) or top of the RPV vessel flange.

The TS Page 3/4.2-17, proposed note 1 (table 3.2.B) change in the January 23, 2003, application is not consistent with the completion time guidance specified in STS 3.3.5.1.

Please provide a justification that addresses your proposed change in relation to guidance specified in the STS.

The deleted portions in TS Page 3/4.5-10, of the January 23, 2003, application refer to containment cooling systems. The new replacement additions do not mention containment cooling systems. Please explain why the reference to the containment cooling systems is being deleted.

The Bases Page B3/4.5-1, Insert 1, of your January 23, 2003, application appears to be a duplication of the existing background information. Please explain the need for the addition.

5.

Insert 1, Page B3/4.5-2, of your January 23, 2003, application you state: The long term cooling analysis-----------in the event of an inadvertent vessel draindown. The post LOCA long term cooling and vessel draindown events are separate events. Please explain why the events have been combined in support of your application.
