Key Aspects of the Assessment Program

  • Objective review of licensee performance
  • "Action Matrix" identifies agency response commensurate with safety significance
  • Increasing safety significance results in:

- Increased levels of inspection

- Involvement of higher levels of NRC and Licensee management

- Increased regulatory action

  • Plant specific assessment information on NRC public web site:

  • Security interim compensatory measures
  • Strike
  • Supplemental Inspection

Plant Performance Summary Unit 1

  • Preserved public health and safety
  • All cornerstone objectives fully met
  • In Regulatory Response Column for all four quarters
  • All Inspection Findings were Green
  • One White Performance Indicator
  • Supplemental Inspection performed for White Finding from previous assessment year. No additional inspection deemed necessary on White Performance Indicator.

White Performance Indicator

  • Safety System Unavailability - Emergency AC Power Performance Indicator is in the Mitigating Systems Cornerstone
  • A White Finding on both units was identified in the third quarter of 2001 for this issue
  • The issue resulted in this Performance Indicator immediately being White on Unit 2 and just inside the Green band for Unit 1

White Perfornance Indicator Cont'd

  • A Supplemental Inspection was performed for the White Finding on both units and on Unit 2 for its White Performance Indicator
  • In the third quarter 2002, a correction in the method used to calculate this Performance Indicator determined Unit 1 had been White since the fourth quarter of 2001
  • Based on the Supplement Inspection and routine resident inspections, no additional inspections were necessary for the Unit 1 Performance Indicator
