SUMMARY

- DISCUSSION OF CONTROL ROOM HABITABILITY TESTING AT NORTH ANNA POWER STATION, UNITS 1 AND 2 On March 11, 2003, representatives of VEPCO met with the U. S. Nuclear Regulatory Commission (NRC) staff at the NRCs offices in Rockville, MD, to discuss control room habitability testing at North Anna Power Station, Units 1 and 2. VEPCO was proposing to change the current control room habitability test methodology by using a different tracer gas test method. VEPCO stated this tracer gas test would successfully address NRC staff concerns regarding current issues on control room habitability and reduce the time needed to conduct control room testing.

During its presentation, VEPCO discussed the design aspects of the control room envelope, including the areas adjacent to it. The control room envelope consists of a three-story structure that is divided into four zones. Each zone has a separate air handling unit that is isolated from other ventilation systems and is located within the control room envelope. Adjacent to the control room envelope are the Turbine Building, Technical Support Center, Operations Annex, Cable Vaults, Chiller Rooms, and Cable Spreading Rooms. These areas typically do not have penetrations that extend into the control room envelope, and their ventilation systems are separated from the control room envelope ventilation systems.

VEPCO and the NRC staff discussed the new tracer gas test that VEPCO was proposing to use at North Anna. This test method, which was developed by Dr. Dietz of Brookhaven National Laboratory, would simultaneously test all four control room envelope zones instead of the current method that tests one control room envelope zone at a time. VEPCO stated there was no substantial difference between the new and current tracer gas tests as both tests comply with the ASTM E741 technique. VEPCO is requesting to use Dr. Dietzs test method in order to reduce the time it needed to conduct control room envelope testing.

The NRC staff expressed concerns whether this new test had been peer reviewed and if it had been used by any other licensees. VEPCO replied it was willing to work with the NRC staff to resolve any outstanding issues.
