NORTH ANNA AND SURRY POWER STATIONS, UNITS 1 AND 2 - REVIEW OF ANNUAL REPORT OF EMERGENCY CORE COOLING SYSTEM EVALUATION MODEL CHANGES PURSUANT TO 10 CFR 50.46 (TAC NOS. MB5599, MB5600, MB5601, AND MB5602)

Dear Mr. Christian:

The purpose of this letter is to notify you of the results of the NRC staffs review of the Annual Report of Emergency Core Cooling System (ECCS) Evaluation Model Changes for North Anna and Surry Power Stations, Units 1 and 2. Pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Sections 50.46(a)(3)(i) and 50.46(a)(3)(ii), Virginia Electric and Power Company (VEPCO), in its letter dated June 21, 2002, as supplemented by letter dated November 15, 2002, submitted changes to the ECCS evaluation model that affected the 1981 Westinghouse Large-Break Loss-of-Coolant Accident (LBLOCA) Evaluation Models that are used at North Anna and Surry Power Stations. 10 CFR 50.46(a)(3)(i) requires licensees to estimate the effect of any change or error in any evaluation model for the purpose of determining if the change or error is significant. 10 CFR 50.46(a)(3)(ii) requires licensees to report the nature of this change or error and its estimated effect on the limiting ECCS analysis to the NRC staff on an annual basis. Furthermore, if the change or error is significant, then the licensee is required to submit a proposed schedule for providing reanalysis or taking other action as may be needed to demonstrate compliance with the 10 CFR 50.46 requirements.

In a letter dated June 21, 2002, VEPCO submitted changes to the ECCS evaluation model for Surry, Units 1 and 2. The NRC staff has determined that these changes were not significant since the sum of the absolute magnitudes of the respective temperature changes of the fuels calculated peak cladding temperature was less than 50°F. As such, VEPCO has complied with the reporting requirements of 10 CFR 50.46.

By letter dated June 21, 2002, VEPCO submitted changes to the ECCS evaluation model for North Anna, Units 1 and 2. During the course of its review, the NRC staff identified significant changes to the small-break LOCA (SBLOCA) and LBLOCA analyses for North Anna, Units 1 and 2. Subsequently, VEPCO, in its submittal dated November 15, 2002, committed to reanalyzing the SBLOCA no later than April 30, 2005, and referenced its February 2, 2001, letter that established a commitment date of April 30, 2003, to reanalyze the North Anna LBLOCA. As such, the NRC staff has determined that the commitment dates to reanalyze the SBLOCA and LBLOCA analyses meet the reporting requirements of 10 CFR 50.46. However, the NRC staff notes that the ECCS evaluation model changes for North Anna, Units 1 and 2, are valid only for Westinghouse reloads and do not apply to non-Westinghouse or mixed reloads.
