CORRECTION TO SURRY POWER STATION, UNITS 1 AND 2, TECHNICAL SPECIFICATIONS

Dear Mr. Christian:

On March 20, 2003, the U.S. Nuclear Regulatory Commission (NRC) issued renewed licenses for Surry Power Station, Unit Nos. 1 and 2. Subsequently, with input from your staff, the NRC identified errors in the Technical Specifications (TS) included with the renewed licenses. As you are aware, when we issue a renewed license our intent is not to change the TS, and it was not our intent in this case. However, due to an administrative error, the TS we included as, Technical Specifications, Appendix A, for Surry, Units 1 and 2, in the renewed licenses were incorrect, resulting in unintended changes being introduced. As a result, you should continue to use the TS that were in effect prior to March 20, 2003 (through Amendment 233 for Unit 1, and Amendment 232 for Unit 2), until the NRC forwards you the correct TS pages for Surry Power Station, Units 1 and 2. Until you are provided the correct TS pages, compliance with the regulations will be assessed against the TS that were in effect prior to March 20, 2003. This does not affect your obligation to adhere to any other license conditions contained in the renewed license for each unit.

We discussed this issue with the Director, Division of Reactor Projects for Region II, Loren Plisco, and Richard Blount of your staff on April 2, 2003. We understand that you have agreed to use the TS in effect prior to March 20, 2003, until we provide the corrected TS pages. We expect to provide you with the corrected TS pages within the next week.
