SUMMARY

OF FEBRUARY 13, 2003, MEETING REGARDING PLANS FOR STRETCH POWER UPRATE PROJECTS On February 13, 2003, the U.S. Nuclear Regulatory Commission (NRC) staff held a meeting at its offices in Rockville, Maryland, with representatives from Entergy Nuclear Operations, Inc.,

the licensee for the Indian Point Nuclear Generating Unit Nos. 2 and 3 (IP2 and 3). The list of meeting attendees is included as Enclosure 1. Enclosures 2 is a copy of the slides presented at the meeting by the licensee. The presentations closely followed information presented in the slides.

The licensee presented information discussing the background and overview of its plans for power uprates for IP2 and 3 in 2004 and 2005, respectively. In these uprates, the licensee will attempt to match the power levels for both units while keeping the power level within the current maximum design for the station. The analyses to support the uprates will include a combination of new analyses and references to prior applicable analyses. The licensee also stated that it would integrate other plant betterment projects with the uprates such as high pressure turbine components and main power transformer cooling modifications.

With regards to the analysis methodology that would be used for each units uprate, the licensee discussed the codes and modeling. The licensee stated that for IP3 the analysis assumes the full application of alternate source term.

The licensee discussed their belief that Regulatory Issue Summary (RIS) 2002-03, "Guidance on the Content of Measurement Uncertainty Recapture Power Uprate Applications," dated January 31, 2002, should be used as guidance for the Indian Point power uprates. The licensee stated that many existing analyses will continue to bound proposed plant operation for power uprates. The staff stated that for such cases, the guidance in the RIS may be appropriate. However, the staff stated that the licensee also should consider past experience and requests for additional information related to recently completed stretch power uprates.

The staff is currently working on making this information available on the NRC's power uprate website (http://www.nrc.gov/reactors/operating/licensing/power-uprates). The information is currently available through ADAMS. In addition, the staff stated that the licensee should consider the guidance, scope of staff's review, and information expected in an application as discussed in the guidance found in Review Standard (RS)-001, "Review Standard for Extended Power Uprates," issued for interim use and public comment in December 2002. This is especially true for those areas that may not bounded by existing analyses of record. The staff acknowledged that the review standard is intended for larger power uprates than the licensee was planning to request for IP2 and 3 and, therefore, may not be directly applicable in all areas to the planned power uprates. The staff stated that it wants to see more detail in support of the accident analyses rather than general statements regarding the meeting of various regulations.

In addition, an application should include a description of the codes used in the analyses and whether the codes were previously approved by the staff.
