The Nuclear Management Company (NMC) submitted a proposed amendment (PA) to the Kewaunee Nuclear Power Plant (KNPP) Technical Specifications (TS) (reference 1) to revise Section 6.3, "Plant Staff Qualifications," to reflect the title change from Superintendent Plant Radiation Protection to Radiation Protection Manager.
Subsequently, the Nuclear Management Company (NMC) submitted a proposed amendment (PA) to the Kewaunee Nuclear Power Plant (KNPP) Technical Specifications (TS) to convert four sections to the WORD format and correct minor typographical and format inconsistencies (reference 2). The affected sections were: 1) Section 1 - "Definitions," 2) Section 2 - "Safety Limits and Limiting Safety System Settings," 3) Section 5 - "Design Features," and 4) Section 6 -
"Administrative Controls."

Docket 50-305 NRC-03-033 March 21, 2003 Page 2 The U.S. Nuclear Regulatory Commission (NRC) then issued Amendment No. 161 to Facility Operating License No. DPR-43, "Kewaunee Nuclear Power Plant (KNPP)" (reference 3). This amendment revised the Technical Specifications (TS) in response to our application (reference
- 1) dated April 17, 2002. This amendment revised the KNPP TS 6.3, "Plant Staff Qualifications,"
to change the title of the Superintendent Plant Radiation Protection to the Radiation Protection Manager.
The U.S. Nuclear Regulatory Commission (NRC) after that issued Amendment No. 162 to Facility Operating License No. DPR-43, "Kewaunee Nuclear Power Plant (KNPP)" (reference 4).
This amendment revised the Technical Specifications (TS) in response to our application (reference 1) dated June 7, 2002, as supplemented August 20 and 29, 2002. This amendment revised the KNPP TS for administrative changes: 1) Section 1 - "Definitions," 2) Section 2 -
"Safety Limits and Limiting Safety System Settings," 3) Section 5 - "Design Features," and 4)
Section 6 - "Administrative Controls.
When Amendment No. 162 was issued the changes associated with Amendment 161 were inadvertently omitted. Amendment 161 was for KNPP TS 6.3, "Plant Staff Qualifications," to change the title of the Superintendent - Plant Radiation Protection to the Radiation Protection Manager. NMC hereby requests the NRC reissue TS page 6.3-1 of Amendment 162 to incorporate the change related to License Amendment 161. to this letter contains the affected Technical Specification page; TS page TS 6.3.1.

6.3 PLANT STAFF QUALIFICATIONS
- a. Qualification of each member of the Plant Staff shall meet or exceed the minimum acceptable levels of ANSI N18.1-1971 for comparable positions, except for the Radiation Protection Manager who shall meet or exceed the recommendation of Regulatory Guide 1.8, Revision 1-R, September 1975, or their equivalent as further
'clarified in Attachment 1 to the Safety Evaluation Report enclosed with Amendment No. 46 to Facility Operating License DPR-43.
- b. The Shift Technical Advisor shall have a bachelor's degree or equivalent in a scientific or engineering discipline with specific training in the design of the Kewaunee Plant and plant transient and accident analysis.
