SUMMARY

OF CONFERENCE CALL HELD ON MARCH 13, 2003, WITH ROCHESTER GAS AND ELECTRIC CORPORATION RE:

PROPOSED CHANGES TO THE NUCLEAR EMERGENCY RESPONSE PLAN (TAC NO. MB7240)

On March 13, 2003, a conference call was held with representatives of the Rochester Gas and Electric Corporation (RG&E) and members of the Nuclear Regulatory Commission (NRC) staff.

The purpose of the call was to discuss RG&Es proposed enhancements to the Nuclear Emergency Response Plan (NERP) for the R. E. Ginna Nuclear Power Plant. Handouts that were provided by RG&E prior to the call to facilitate the discussion are attached. Specifically, the discussion focused on emergency response functions, who would perform these functions, the number of proposed responders, and compensatory measures that may be provided to handle emergency situations for the first 60 minutes. The licensee and the staff agreed that further dialogue would be required to address several of the positions, especially with respect to 30-minute responders. As such RG&E and the NRC staff agreed to the following action items.

RG&E Action Items

1. Document that it is a senior management expectation that NERP responders will respond immediately upon being notified.

2. Confirm that RG&E can add an additional 1 hour-responder for the Rad/Chem position (see handout, Attachment I, Iine 12).

3. Conduct further conversations with the NRC staff concerning the allocation of 1 hour-responders for the positions listed on lines 11, 12, and 21 of Attachment I.

4. Clarify the number of on-shift personnel shown on lines 22 and 23 of Attachment I.

5. Clarify Attachment I, Note 2 to reflect that "operators" refers to "auxiliary operators (AOs) and that the majority of the AOs have navy nuclear background experience.

6. Clarify Attachment I, Note 4 to state that the Shift Technical Adviser can perform the function of the NRC Communicator, if required. Also, clarify second sentence of Note 4 to ensure that it is consistent with RG&Es letter dated November 6, 2002.

7. Clarify Attachment I, Note 6 to address the protective action recommendation procedures that will be used in the event of a fast-breaking general emergency.

8. Clarify the cover sheet, item (a) and Attachment I, Note 9 of the handout to state that the 30-minute HP/Rad Chem person would respond following an Unusual Event or unplanned reactor trip.

9. Clarify Attachment I, Note 15 to better define the fire brigade radiation protection training requirements.

10. Clarify in the cover sheet, item (d) of the handout, the functions to be performed by the 3 one-hour responders who are activated during an Unusual Event.

NRC Action Items

1. Discuss the rationale for a senior health physicist expertise capability within 30 minutes of a site emergency as specified in Table B-1 of NUREG-0654.

2. Discuss the rationale for an electrical maintenance and instrument/control technician expertise capability within 30 minutes of a site emergency.

Additional discussions regarding the timing for implementation of the proposed changes to the NERP plan would be considered following resolution of the above items.
