March 28, 2003 Mr. Steve Redeker Manager, Plant Closure and Decommissioning Sacramento Municipal Utility District Rancho Seco 14440 Twin Cities Road Herald, CA 95638
SUBJECT:
RESPONSE TO ORDER FOR INTERIM SAFEGUARDS AND SECURITY COMPENSATORY MEASURES FOR RANCHO SECO NUCLEAR GENERATING STATION
Dear Mr. Redeker:
On October 16, 2002, the U.S. Nuclear Regulatory Commission (NRC) issued Orders to dry storage independent spent fuel storage installations (ISFSIs) for the implementation of interim safeguards and security compensatory measures (ICMs). As a dry storage ISFSI, one of these Orders was issued to the Rancho Seco Nuclear Generating Station. On November 4, 2002, Sacramento Municipal Utility District, the licensee for the Rancho Seco Nuclear Generating Station, submitted its written response to the Order.
In your November 4, 2002, response, you stated that Sacramento Municipal Utility District, had implemented all the required interim compensatory measures for the ISFSI or has provided a schedule by which necessary actions will be completed. Based on our review, the NRC staff finds that your response to the October 16, 2002, Order for the Rancho Seco Nuclear Generating Station is acceptable and responsive to the Order.
Please remember, pursuant to Section III.C.2, you are to report to the Commission, in accordance with 10 CFR 72.4, when you have achieved full compliance with the requirements described in Attachment 2 to the Order. The NRC will determine the effectiveness of your implementation of the ICMs through on-site inspections.
If you have any questions about this letter, please call me at 301-415-8500.
Sincerely,
