Dear Mr. Dyer:
As requested by NRC, FirstEnergy Nuclear Operating Company (FENOC) is providing the enclosed draft report and presentation slides titled "Safety Culture Evaluation of the Davis-Besse Nuclear Power Station". These documents contain information related to confidential methodologies and processes that FENOC considers to be proprietary. As a result, FENOC is requesting that NRC withhold the attached documents from public disclosure pursuant to 10 CFR 2.790. FENOC is providing the attached affidavit in support of its application.
If the NRC decides not to withhold the enclosed documents from public disclosure, FENOC requests that these documents be returned to FENOC pursuant to 10 CFR 2.790(c).
