2.2 Safeguards Program Implementation (IP81700)

a. Inspection Scope

The inspector reviewed Revision 19, dated October 8, 2002, to the Defueled Security

Suitability, Training, and Qualification Plan. The purpose of the review was to verify that

the change did not decrease the effectiveness of the security plan. The security plan

revision was submitted in accordance with 10 CFR 50.54(p).

b. Observations and Findings

The revision to the security plan was primarily administrative in nature and addressed

security measures for movement of spent fuel.

c. Conclusion

The revision to the security plan was submitted in accordance with 10 CFR 50.54(p),

and no decrease in effectiveness was identified.

Review of the security plan change does not relieve the licensee from complying with

applicable security advisories and orders issued by the NRC.
