Dear Sir,

On March 12, 2003, a violation of the University of California, Davis McClellan Nuclear Radiation Center (UCD/MNRC) Technical Specifications, Rev. 12, occurred. Section 6.1.3.1.a of the Technical Specifications establishes the minimum requirement for staffing in the reactor control room during reactor operation. This requirement states that one reactor operator must be present in the control room when the reactor is not shutdown. On March 12, 2003, there were two (2) reactor operators and one electronics engineer in the control room during operation. The second reactor operator was helping the electronics engineer with the installation of equipment into the new reactor console.

The on-duty reactor operator informed the second operator that he needed to leave the control room to take facility rounds (required every four (4) hours) and that he (the second operator) was now the on-duty operator. The on-duty operator was trying to assist the electronics engineer when a tool was needed by the engineer, and the on-duty operator left the control room to get the tool. The, on-duty operator was out of the control room for approximately two (2)'minutes, thereby causing a violation of the stated Technical Specification.

During the two minutes the second reactor operator was absent from the reactor control room, all reactor safety systems continued to function and all reactor alarms were functional. Therefore, there were no reactor safety issues during this two-minute interval.

On March 13, 2003, the reactor manager assembled the reactor operating staff and reinforced the need to be aware of the responsibilities of the job they are doing.

This letter is to be both the preliminary and final report, which meets the requirements of Technical Specifications 6.6.2 b & c, and 6.7.2 b & c, which require a written report within 14 days, and a final report within 30 days.
