SUMMARY

OF FEBRUARY 20, 2003, MEETING WITH FPL TO DISCUSS UPCOMING OUTAGE ACTIVITIES FOR SAINT LUCIE UNIT 2 On February 20, 2003, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of Florida Power and Light (FPL, the licensee) at the NRC Headquarters in Rockville, Maryland. FPL requested this meeting to discuss the status of ongoing licensing actions under review, as well as planned steam generator (SG) outage activities for the upcoming Saint Lucie (STL) Unit 2 spring refueling outage.

This meeting was classified as a Category 1 meeting which provided an opportunity for members of the public to communicate with the NRC staff after the business portion of the meeting but before the meeting was adjourned. Attachment 1 is a list of attendees, and is a copy of FPLs handout distributed during the meeting.

The licensee discussed the current condition of the STL Unit 2 SGs, as well as the results of the last inspections conducted in December 2001. The licensee discussed the type of probes that would be used during the SG inspections and outlined the areas of the SGs for which the probes would be used. Lessons learned by the licensee from operational experience were discussed, as were FPLs contingency plans and expansion criteria, should the results of the examinations indicate the need.

The NRC staff had a few questions regarding the licensees SG expansion criteria, growth rate in scarred areas, and the specifics regarding some of the proposed contingency plans. These questions were satisfactorily answered by the licensee.

At the conclusion of the business meeting, comments were solicited from members of the public, but there were none. The NRC staff noted that the above meeting was beneficial in gaining an understanding of FPLs plans and activities regarding the pending refueling outage for STL Unit 2.
