Dear Ms. Dusinberre:

The purpose of this letter is to invite you, as an individual who may have an interest in activities related to the North Anna Power Station, to public meetings on April 1, 2003, with representatives of the U.S. Nuclear Regulatory Commission (NRC). The purpose of the meetings is to discuss the review process for Dominion Energys (Dominion) early site permit (ESP) application for the North Anna site. Dominion is expected to file an ESP application with the NRC in September 2003 for a new reactor or reactors at the North Anna site. At the meetings, the NRC will discuss the NRC ESP review process, as well as the opportunities for public involvement in that process for the North Anna site.

Under the NRCs regulations in Part 52 of Title 10 of the Code of Federal Regulations, Early Site Permits, Standard Design Certifications, and Combined Licenses for Nuclear Power Plants, the NRC can issue an ESP for approval of one or more sites for possible future construction of a nuclear power plant or plants. The issuance of an ESP is separate from the issuance of a license to construct or operate a nuclear power plant. The review of an ESP addresses site safety issues, environmental protection issues, and plans for coping with emergencies, independent of the review of a specific nuclear plant design. Should an ESP be issued for North Anna, Dominion could reference the ESP in seeking, at some time during the term of the ESP, a license to construct or operate a nuclear power plant or plants on the site.

The public meetings will take place on April 1, 2003, from 2:00 p.m. to 4:30 p.m. and from 7:00 p.m. to 9:30 p.m., at the Louisa County Library, 881 Davis Highway, Mineral, VA. SUMMARY

The U. S. Nuclear Regulatory Commission (NRC) will hold facilitated meetings on April 1, 2003, to provide information to the public on the NRC Early Site Permit (ESP) review process, as well as the opportunities for public involvement in that process for the North Anna site. Dominion Energy, Incorporated (Dominion) is expected to file an ESP in September 2003 for a new reactor or reactors at the North Anna site.

DATE/TIME: The meetings will be held on Tuesday, April 1, 2003, beginning with the first meeting from 2:00 p.m. through 4:30 p.m., followed by a later meeting from 7:00 p.m. through 9:30 p.m. Each meeting will be preceded by an open house one hour prior to the meeting to allow for individual discussions with staff members.
