MR 02-029 is upgrading the AFW Mini-recirc AOVs (1/2AF-4002, AF-4007, AF-4014) to have a safety function to open to provide flow for pump cooling As part of this upgrade, it was decided to keep the existing safety related boundary at the flow restricting orifices. All piping downstream of these orifices to the CSTs will not be classified as safety related, but will be required to be inservice for AFW pump operability per revised Tech Spec Bases B 3.7.5..
However, this common recirc piping is currently identified on Appendix R drawing APPRM-217 Sh. 1 as being a hot shutdown flowpath. This introduces an inconsistency with how this recirc line is classified, since the function of the recirc line in the Appendix R scenario is identical to the safety-related function. If the line is not safety-related to support AFW pump cooling, then the line should not be augmented quality for Appendix R (QA code 20) to support the same function.
