Dear Ms.Gibson:
This responds to your January 22, 2003 letter, asking FEMA to address a concern regarding the change in testing methodology of the Calvert Cliffs Nuclear Power Plant (CCNPP) Alert and Notification System.
The Nuclear Regulatory Commission (NRC) inspection results identified an issue (URI 50-317/02-010-02, 50-31/02-010-02) regarding the siren testing and activation methodology as not meeting the intent of the Performance Indicator. There is no specific requirement in FEMA's Guide for the Evaluation of Alert and Notifications Systems for Nuclear Power Plants (FEMA-REP-10) regarding the details of a testing procedure.
However, we should have been notified of the change in testing methodology.
Therefore we agree with the NRC's findings predicated on the understanding that CCNPP has committed to installing a new siren system by the end of 2003.
