RESPONSE TO ORDER FOR INTERIM SAFEGUARDS AND SECURITY COMPENSATORY MEASURES FOR POINT BEACH NUCLEAR PLANT

Dear Mr. Sellman:

On October 16, 2002, the U.S. Nuclear Regulatory Commission (NRC) issued Orders to dry storage independent spent fuel storage installations (ISFSIs) for the implementation of interim safeguards and security compensatory measures (ICMs). As a dry storage ISFSI, one of these Orders was issued to the Point Beach Nuclear Plant. On November 4, 2002, Nuclear Management Company (NMC), the licensee for the Point Beach Nuclear Plant, submitted its written response to the Order.

In your November 4, 2002, response, you stated that NMC had implemented all the required interim compensatory measures for the ISFSI, except ICM C.1.d because that ICM does not apply, and that Point Beach Nuclear Plant was in full compliance with Attachment 2 of the Order.

Based on our review, the NRC staff finds that your response to the October 16, 2002, Order for the Point Beach Nuclear Plant is acceptable and responsive to the Order. The NRC will determine the effectiveness of your implementation of the ICMs through on-site inspections.
