Enclosed please find a copy of the draft Manual Chapter (MC) for the inspection program of the restart activities at Browns Ferry Nuclear Plant, Unit 1 (BFN1). This draft MC provides an overview of U.S. Nuclear Regulatory Commissions (NRCs) proposed Inspection and Enforcement Policies, and the bases for NRC inspections that will be performed during the restart of BFN1. The proposed policy issues will be resolved and finalized prior to the issuance of the MC. This draft MC is a working document that does not contain plant-specific information.
