SUMMARY

OF NOVEMBER 4, 2002, MEETING WITH THE BOILING WATER REACTOR OWNERS GROUP ON TECHNICAL SPECIFICATION TASK FORCE ITEMS 225, 226, AND 232 On November 4, 2002, the Boiling Water Reactor Owners Group (BWROG) met with the NRC staff to discuss Technical Specification Task Force (TSTF) items 225, 226 and 232. The meeting was an open, Category 2 meeting. No handout was provided by the B&WOG.

The BWROG made a brief presentation requesting the approval by the staff of TSTF-225 and TSTF-232. They formally withdrew TSTF-226, "Fuel Loading with Control Rods Withdrawn or Removed from Defueled Core Cells."

R. Caruso of the Reactor Systems Branch pointed out that there have been a lot of problems with refueling interlocks in industry to date. He also pointed out that no plant has a standard set of technical specifications covering the area of discussion. He discussed the importance of adherence to the "double contingency principle" in the area of refueling/control rod blade movement at this time when fuel enrichments are being increased. Of particular concern to him are scenarios involving both fuel and control rod blade movements at the same time. He stated that an incident had occurred in France involving the misplacement of 120 fuel bundles in incorrect locations. Mr. Silko of Vermont Yankee pointed out that the only way to move more than one control rod blade at a time is to perform the manipulations from the top of the vessel.

Ms. Abdullahi of the staff questioned how the industry verifies that all control rods are inserted.

The BWROG stated that they will submit a document for staff review that will integrate Sections 3.9 and 3.10 of the Standard Technical Specifications in question. Mr. Caruso encouraged this approach. Mr. Silko stressed that with each control rod movement, the associated refueling interlocks are tested twice. He also indicated that TSTF-225 has been approved by the staff in all respects except the surveillance interval. He explained that a number of boiling water reactors have it with a seven-day surveillance and he indicated that seven days is the appropriate interval. The discussion also revealed that refueling can be accomplished with the mode switch in shutdown.

S. Dembek The BWROG acknowledged the need for a Standard Technical Specification 3.9 and 3.10 integration document. Some additional discussion took place regarding the disconnection of control rod position indicating probes to allow control rod removal from the core. No regulatory decisions were made in the meeting.
