SEQUOYAH NUCLEAR PLANT - NRC EXAMINATION REPORT

50-327/03-301 AND 50-328/03-301

Dear Mr. Scalice:

On February 27, 2003, the Nuclear Regulatory Commission (NRC) administered operating

retake examinations to two employees of your company who had reapplied for licenses to

operate the Sequoyah Nuclear Plant. The Reactor Operator applicant was required to take the

Administrative Topics section of the Operating examination. The Senior Reactor Operator

applicant was required to take the Integrated Plant Operations (Simulator Operating Test) of

the Operating examination. Both applicants passed their retake examinations.

No findings of significance were identified.

In accordance with 10 CFR 2.790 of the NRCs Rules of Practice, a copy of this letter and its

enclosures will be available electronically for public inspection in the NRC Public Document Room

or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).

SUMMARY OF FINDINGS

ER 05000327/2003-301, 05000328/2003-301, Tennessee Valley Authority; 2/27/2003;

Sequoyah Nuclear Plant, Units 1 and 2; Licensed Operator Examinations.

The NRC examiner conducted operator licensing initial examination retakes in accordance with

the guidance of Examiner Standards, NUREG-1021, Revision 8, Supplement 1. This

examination implemented the operator licensing requirements of 10 CFR §55.45.

The NRC administered the operating tests during the period February 27, 2003. The operator

licensing initial operating retake examinations were developed by the licensee. One reactor

operator (RO) and one senior reactor operator (SRO) applicant passed the retake of their

operating examinations and were issued operator licenses commensurate with the level of

examination administered.

No significant issues were identified.

4OA5 Operator Licensing Initial Examinations

Inspection Scope

The examiner reviewed the operating examinations developed by the licensee for

compliance with the guidelines specified in NUREG-1021, Revision 8, Supplement 1.

The examiner reviewed the licensees examination security measures while preparing

and administering the examinations to ensure examination security and integrity

complied with 10 CFR 55.49, Integrity of examinations and tests.

The examiner evaluated one RO and one SRO applicant who were being assessed

under the guidelines specified in NUREG-1021. The examiner administered the retake

operating tests on February 27, 2003. The evaluation of the applicants and review of

documentation were performed to determine if the applicants, who applied for licensees

to operate the Sequoyah Nuclear Plant, met requirements specified in 10 CFR Part 55.

No findings of significance were identified.

On February 27, 2003, the Chief Examiner discussed generic applicant performance

and examination development issues with members of licensee management.

The inspectors confirmed that proprietary information was not provided or examined

during the inspection.
