Fitness For Duty Summary Management Actions
- 1.
During the six-month period ending December 31, 2002, Monticello and Prairie Island conducted 1231 drug and alcohol tests in accordance with 10 CFR Part 26.
Monticello and Prairie Island workers subject to random drug and alcohol testing are assigned to one of three pools: Prairie Island, Monticello, and Corporate. Random test rates for each pool for the six-month period ending December 31, 2002 are as follows:

For the semi-annual reporting period ending December 31, 2002, five (5) workers were denied nuclear access after testing positive for drugs or alcohol. By test type:
three (3) pre-access tests were positive, one (1) random test was positive and one (1) follow up test was positive.
Pre-Access Positives One (1) contractor employee tested positive for marijuana and two (2) contractor employees tested positive for cocaine.
The individuals were denied access to NMC nuclear facilities.
Random Positives One (1) contractor employee tested positive for marijuana.
The individual was denied access to NMC nuclear facilities.
Follow Up Positives One (1) contractor employee tested positive for alcohol.
The individual was denied access to NMC nuclear facilities.

For the semi-annual period referenced herein all blind specimens submitted to the Monticello and Prairie Island HHS-certified laboratory yielded expected results.

NMC has analyzed the program performance data for the six-month period ending December 31, 2002. No revisions to the FFD procedures were warranted as a result of the analysis.
- 4.
Monticello and Prairie Island continue to test for marijuana metabolites using an initial cutoff level of 50 ng/ml. This change was initiated on September 1, 1994, and communicated to the NRC by letter dated September 22, 1994.
1231 drug tests were performed for the six-month period ended December 31, 2002 under the lower initial cut-off level for marijuana as discussed above. A breakdown by worker type and quantification of the marijuana positives for the reporting period are as follows:
