Cook Nuclear Plant Units I and 2 REQUEST FOR CHANGE IN DATE FOR INITIAL LICENSE EXAMS This letter requests new examination dates for the Donald C Cook Nuclear Plant (CNP) Senior Reactor Operator - Instant (SROI) and initial Reactor Operator (RO)/upgrade Senior Reactor Operator (SRO) classes of the year 2000.
In order to alleviate an anticipated shortage of SRO licensed personnel at CNP due to attrition and re-assignment, a SROI class was selected. This class was originally scheduled to start in April 2000, with the exam scheduled to be administered the weeks of April 23 and May 4. 2001.
After selection, these personnel were assigned duties associated with restart of the units, with the understanding that they would perform those duties until the scheduled restart of Unit 1. However, restart has been delayed, and these personnel will continue to perform duties that are vital to the restart effort.
Because removal of these personnel from restart duties at this time could further impact restart, CNP has delayed the start of the SROI class to July 2000, and finds it necessary to request a change in the SROI initial exam date to the weeks of July 16 and July 27, 2001. Administration of the exam at that particular time will allow the SROI candidates to complete their restart related duties, yet have the opportunity to receive their licenses before the number of SRO licenses at CNP drops to a critically low number.
It is additionally requested that the April 23, 2001 examination date, previously reserved for the SROI exam. be re-assigned to our initial RO/upgrade SRO exam. If our request is granted, this would result in the CNP initial RO/upgrade SRO exams being administered the week of April 23, 2001, and the SROI exam being administered the weeks of July 16 and 27, 2001.

Dear Mr. Powers:
In response to your letter dated March 8, 2000, we have rescheduled your calender year 2001 initial licensing examinations for your operator license applicants at the D.C. Cook Nuclear Plant.
These changes were communicated during a telephone conversation between Mr. R. Brown and Mrs. A. M. Stone on May 25, 2000. The first initial licensing examination is tentatively scheduled during the weeks of May 7 and 14, 2001, with an examination validation visit at your facility the week of April 16, 2001. The second examination is tentatively scheduled during the weeks of August 13 and 20, 2001, with an examination validation visit at your facility the week of July 23, 2001.
A supplementary letter will be sent to the training department approximately 120 days prior to each examination outlining examination security expectations, listing the materials required by the NRC to conduct the examination, reconfirming the examination dates, and reconfirming the number of candidates you have in the training program. May 2000 telephone conversation between your staff and Mr. Ronald G. Brown, Donald C. Cook Nuclear Plant Training Supervisor, the Nuclear Regulatory Commission (NRC) was informed that an initial licensed operator examination would be given in August of 2001.
During a subsequent telephone conversation in November 2000, Mr. Brown informed the NRC that the start date of the initial operator licensed class was delayed due to an insufficient number of students available for training. Because of the change in the start date of the initial licensed operator class, Indiana Michigan Power Company (I&M) requests that the examination be rescheduled for October and November of 2002.
I&M proposes that the examinations be given the weeks of October 28, November 4, and November 11, 2002. Class size is expected to be approximately 21 students.
There are no commitments included in this submittal.

In response to your facility letter dated December 15, 2000, we have tentatively scheduled an initial licensing examination for your operator license applicants at the D. C. Cook Nuclear Power Plant during the weeks of November 18, November 25, December 2 and December 9, 2002. Validation of the examination will occur at the station during the week of October 7.
2002. In the unlikely event that we are unable to support the examination during the scheduled weeks, we will inform you immediately upon discovery of such conditions and make arrangements to administer the examination at a mutually acceptable date.
As stated in your letter and confirmed in a telephone conversation between R. Brown, D. C. Cook, and M. Bielby, NRC, on February 23, 2001, your staff will develop the examination.
To support the examination administration date, we have tentatively scheduled the date of September 16, 2002, to begin our review of your submitted examination.
Your letter indicated you are training approximately 21 candidates for the examination. Please inform us if the number of candidates declines below 10 as this will impact the examination schedule. Please also inform us at your earliest opportunity if you discover you are unable to support the examination on the scheduled dates.
Once your staff has determined a schedule for examination development, please have them contact the Chief Examiner to arrange for a suitable examination outline submittal date for NRC review. The intent is for the examination outline to be submitted early in the examination development process. This is to preclude the need to make significant changes to developed examination material as a result of the NRC review of the outline. Mr. Jay A. Hopkins has been tentatively assigned as the Chief Examiner and can be reached at 630-829-9739.

Dear Mr. Bakken:
In a conversation on July 1, 2002, between Mr. Ronald G. Brown and Mr. Dell R. McNeil, arrangements were made for the administration of licensing examinations at the Donald C.
Cook Plant the weeks of November 18, 25, and December 2, 2002. In addition, the NRC will make an examination validation visit to your facility the week of October 7, 2002.
As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in Revision 8, Supplement 1, of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." The NRC regional office will discuss with your staff any changes that might be necessary before the examinations are administered.
To meet the above schedule, it will be necessary for your staff to furnish the examination outlines by August 9, 2002. The written examinations, operating tests, and the supporting reference materials identified in Attachment 2 of ES-201 will be due by September 9, 2002.
Pursuant to 10 CFR 55.40(b)(3), an authorized representative of the facility licensee shall approve the outlines, examinations, and tests before they are submitted to the NRC for review and approval. All materials shall be complete and ready to use. Any delay in receiving the required examination and reference materials, or the submittal of inadequate or incomplete materials, may cause the examinations to be rescheduled.
In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in accordance with ES-402, and to make the simulation facility available on the dates noted above. In accordance with ES-302, your staff should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating tests until the examination results are final.
Appendix E of NUREG-1021 contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.
To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Management and Budget (OMB) approval number 3150-0090), medical certifications (OMB approval number 3150-0024),
and waiver requests (if any) (OMB approval number 3150-0090) at least 30 days before the first examination date. If the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that all training has been completed should be submitted at least 14 days before the first examination date.
