July - December 2002 FPL Energy - Seabrook Station Page 3 PROGRAM EFFECTIVENESS The data compiled during this reporting period is presented in the graphic analysis beginning after the management summary in this report.

The failure rate for all tests conducted during the second half of 2002 is 1.08% (5 of 464). The licensee failure rate is 0.65% and the short-term contractor failure rate is 0.43%.

" Licensees account for 3 failures -- 2 random (lalcohol, and 1 marijuana),

1 for cause (alcohol)

" Contractors account for 2 failures - 1 random (marijuana) 1 pre-badging (marijuana)

During this period 1 of 3 marijuana failures was detected at FPL Energy's 50ng cutoff level.

An internal audit of the FPL Energy FFD program was conducted by the Oversight Department in December. There were no findings.

All available evidence indicates that the continued support of FPL Energy - Seabrook Station management and employees has provided the basis for the FFD program's effective implementation and continued advancement toward the goal of achieving a workplace free of drugs and alcohol and the effects of such substances.

1. Replaced RBT III's and Alco Sensor III's with RBT IV's and Alco Sensor IV's.
2. Trained and certified two nurses for proficiency in urine specimen collection and breath alcohol measurement.
3. Recertified four collection personnel for proficiency in urine specimen collection and breath alcohol measurement.
4. Site wide company transition from North Atlantic to FPL Energy - Seabrook Station.
5. Updated all Office Instructions, Protocols, Appendix's, and forms to reflect the company name change.
6. Revised the Blood Protocol to make it more user-friendly when used off-site at Exeter Hospital.
7. Reduced FFD collection staff to one technician.
8. Separated DOT from NRC - The DOT program responsibilities have been reassigned to a Small Business Consortium.
9. FFD staff participated in Oversight Audits and Industry Workshops.

July - December 2002 FPL Energy - Seabrook Station Page 5 BLIND SPECIMEN REPORT To ensure laboratory quality control, FPL Energy - Seabrook Station contracted with Duo Research Inc., Denver, CO, to provide blind performance test specimens in accordance with the NRC Guidelines (10CFR26, Appendix A). Approximately 80 percent of these blind performance test specimens were blank (i.e., certified to contain no drug) and the remaining samples were positive for one or more drugs per sample in a distribution such that all the drugs tested were included in approximately equal frequencies of challenge.

During the second half of 2002, FPL Energy submitted 56 blind performance test specimens to Quest Diagnostics, Inc., Norristown, PA. The following statistics are presented in such a way as to show that the requirements were met during each quarter of this six-month period as well as for the total reporting period.

  • One of the blind specimens, containing the primary cocaine metabolite, benzoylecgonine, was reported as negative. It appears that the sample may have been inadvertently diluted at the time that it was first prepared, or when the contents were transferred into bottles provided by the laboratory. The sampling inconsistencies have been entered into the corrective action program for evaluation, trending, and corrective actions.
  • Another blind specimen submitted during this period containing d-amphetamine was incorrectly reported as negative. Duo Research is at this time conducting their investigation.
