I am enclosing a copy of a "Resolution to Temporarily Close Indian Point" that was unanimously approved by the Pound Ridge Town Board at their meeting held on February 13, 2003. This resolution has also been sent to Richard A. Meserve, Chairman of the Nuclear Regulatory Commission (NRC),
as well as a number of federal, state and county officials.

February 13, 2003 Resolution To Temporarily Close Indian Point
- WHEREAS, on November 14, 2001, the Pound Ridge Town Board unanimously approved a resolution calling on the leadership of Westchester County AND New York State to hold actual evacuation drills to determine the effectiveness of the then current evacuation plans for the Indian Point nuclear power facility, and WHEREAS, the Town Board further resolved that planning and execution of these drills must include the anticipated impact of traffic on secondary road localities such as Pound Ridge, as well as the development of protocols necessary to achieve a reasonable-degree-of-safety-throughout -the -area-in -the-event-of-a-catastrophic radiological event, and WHEREAS, we are not aware that any of these Pound Ridge concerns have been addressed or implemented, and WHEREAS, the recent James Lee Witt report indicates serious concerns about the safety of current evacuation plans as well as concerns about the safety of the plant itself and its operating procedures, and WHEREAS, WVestchester County Executive Spano and New York State Governor Pataki have refused to certify the current emergency plan and have urged both the Nuclear Regulatory Commission (NRC) and the Federal Emergency Management Agency (FEMA) to work to ensure that emergency response plans for Indian Point will protect our residents, and WHEREAS, a thorough review of the Indian Point facility is needed to be done by the NRC and FEMA to institute the safety measures necessary to protect our residents, and WHEREAS, a temporary shut-down of the Indian Point facility will provide time and-incentive to the NRC-and-FEMA to-institute the safety-measures necessary to protect our residents or, conversely, to permanently close the Indian Point plants as a result of federal findings that safety conditions are compromised and irreparable, NOW THEREFORE BE IT RESOLVED BY THE TOWN BOARD OF THE TOWN OF POUND RIDGE: We call upon the Nuclear Regulatory Commission to temporarily close the Indian Point Plants while making a determination as to whether or not these facilities can operate with reasonable safety and we call upon the Federal Emergency Management Agency to review, update, and improve emergency evacuation plans to provide maximum protection to surrounding populations.
