SUBJECT:
NORTH ANNA POWER STATION, UNITS 1 AND 2 - TECHNICAL SPECIFICATION BASES CHANGES (TAC NOS. MB6235 AND MB6236)
Dear Mr. Christian:
By letter dated August 20, 2002, you submitted for our information your proposed Technical Specifications (TS) Bases changes for the Emergency Core Cooling System - Operating, Distribution Systems - Operating, Distribution Systems - Shutdown, Main Control Room/Emergency Switchgear Room Air Conditioning System, Quadrant Power Tilt Ratio, Main Control Room/Emergency Switchgear Room Bottled Air System, Fuel Building Ventilation System, Auxiliary Feedwater System, Rod Group Alignment Limits, Alternating Current Sources - Operating, and Diesel Fuel Oil and Starting Air Bases Sections.
Title 10 of Code of Federal Regulations, Part 50 (10 CFR 50), Section 59, permits licensees to make changes in the facility as described in the safety analysis report, without obtaining a license amendment, only if the proposed change does not require a change to the TS incorporated in the license, and the change does not meet any of the criteria in 10 CFR 50.59(c)(2). Your letter stated that it has been determined that these changes do not require a change to the TS or license, or involve a change to the Updated Final Safety Analysis Report or Bases that requires NRC prior approval pursuant to 10 CFR 50.59. Accordingly, the regulations authorize you to make the proposed TS Bases changes. Your changes to the Bases may be subject to our future inspections or audits.
This completes our effort under TAC Nos. MB6235 and MB6236, and the TACs are closed.
Sincerely,
/RA/
