Dear Mr. Edmunds:

The purpose of this letter is to invite you, as a public official who may have an interest in activities related to the Clinton Nuclear Power Station, to a meeting with representatives from the U.S. Nuclear Regulatory Commission (NRC). The purpose of the meeting is to discuss the review process for Exelon Generation Companys (Exelon) early site permit (ESP) application for the Clinton site. Exelon is expected to file an ESP application with the NRC in June 2003 for a new reactor or reactors at the Clinton site. The meeting with public officials will precede a public meeting where the NRC will discuss the NRC ESP review process, as well as the opportunities for public involvement in that process for the Clinton site.

Under the NRCs regulations in Part 52 of Title 10 of the Code of Federal Regulations (10 CFR)

Part 52, Early Site Permits, Standard Design Certifications, and Combined Licenses for Nuclear Power Plants, the NRC can issue an ESP for approval of one or more sites for possible future construction of a nuclear power plant or plants. The issuance of an ESP is separate from the issuance of a license to construct or operate a nuclear power plant. The review of an ESP addresses site safety issues, environmental protection issues, and plans for coping with emergencies, independent of the review of a specific nuclear plant design.

The meeting with public officials will take place on March 20, 2003, from 2:00 p.m. to 4:00 p.m.,

at the Vespasian Warner Public Library, Revere Ware Room (downstairs), 310 N. Quincy Street, Clinton, Illinois. The meeting notice for the public meeting taking place at the same location the evening of March 20, 2003, is enclosed for your information. SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) will hold a facilitated meeting on March 20, 2003, to provide information to the public on the NRC Early Site Permit review process, as well as the opportunities for public involvement in that process for the Clinton site.

Exelon Generation Company is expected to file an early site permit application in June 2003 for a new reactor or reactors at the Clinton site.

DATE/TIME: The meeting will be held on Thursday, March 20, 2002, from 7:00 p.m. through 9:00 p.m. The meeting will be preceded by an informal orientation session from 6:00 p.m.

through 7:00 p.m. to allow for individual discussions with NRC staff members.
