TURKEY POINT UNITS 3 AND 4 - SUBMISSION OF DRAFT REQUEST FOR ADDITIONAL INFORMATION REGARDING CONTROL ROD DRIVE MECHANISM NOZZLE RELIEF REQUESTS (TAC NOS. MB4311 AND MB4312)

On January 6, 2003, the following request for additional information (RAI) in draft form was forwarded to Florida Power and Light (FPL).

Please comment on whether successive inspections are going to be performed on the new pressure retaining welds, which are deposited approximately mid-wall of the reactor pressure vessel head. This discussion should include the type of nondestructive examination that is going to be performed and the frequency.

The RAI is related to FPLs request for relief dated March 1, 2002, from the American Society of Mechanical Engineering Code requirements regarding control element drive mechanisms. The licensee submitted their reply to the RAI on January 30, 2003. On January 30, 2003, FPL was informed that the January 30, 2003, reply failed to provide an adequate plan for successive inspections for the new pressure retaining welds. The Nuclear Regulatory Commission's justification was related to the pending inspection requirements for the reactor pressure vessel head, which was issued as an Order on February 11, 2003. The licensee indicated on February 12, 2003, their intent to commit to performing successive inspections on the affected welds only at the next outage, instead of two outages as previously communicated in their January 30, 2003, letter. This commitment would be included in a supplement to their RAI response.
