VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND, VIRGINIA 23261 January 30, 2003 U. S. Nuclear Regulatory Commission Serial No.03-095 Attention: Document Control Desk NL&OS/ETS RO Washington, D.C. 20555 Docket No.

50-339 License No.

NPF-7 Gentlemen:

VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT 2 WITHDRAWAL OF RELIEF REQUESTS CMP-16 AND CMP-17 ALTERNATIVE REPAIR TECHNIQUES In a May 20, 2002 letter (Serial No.02-281), Virginia Electric And Power Company (Dominion) requested relief from specific ASME Code requirements associated with repair techniques for North Anna Unit 2 reactor vessel head (RVH). The relief requests would permit use of the ambient temperature temperbead repair technique (CMP-016) and the embedded flaw repair technique (CMP-017) to repair reactor vessel penetration attachment welds. Rather than repair the flaws identified during the RVH inspections performed during the Fall 2002 refueling outage, Dominion replaced the reactor vessel head. Therefore, CMP-16 and CMP-17 are no longer required and we are withdrawing those relief requests.

If you have any questions or require additional information, please contact Mr. Thomas Shaub at (804) 273-2763.

Very truly yours, Funderburk - Director Nuclear Licensing and Operations Support No new commitments are contained in this letter.
