This Isan NSR functon that relies on NSR grade LA.The licensee's EOP forAFW Instructs operators to throttle flow to the steam generators (SGs) tozero to prevent over feeding the SG or over cocrig the RCS This defeats the design basis of the AFW system on a LOLA as the pumps could be sutected to a commnon hode falure as flow drops below the minirrium value This was evaluated as a potential Red findig as the LOLA effected both AFW and the PORVs The staff identified a violation of 10 CFR 50, Appendix B,Criterion V, Procedures, for the failum to kIstruct operators of the importance of maintanng some mrinimum flow n a LOLA event An apparent violation of 10 CFR 50, Apendx B,Cntenon XVI, Correctie Action, was also ientied for mssed oportunities to Identify this Issue and Inadequate corrective action when the procedure was eventually changed Approved, Dir.
