SUMMARY

OF FEBRUARY 10, 2003, MEETING REGARDING THE STATUS OF BROWNS FERRY UNIT 1 RESTART PROJECT (TAC NO. MB7678)

On February 10, 2003, the U.S. Nuclear Regulatory Commission (NRC) staff met with Tennessee Valley Authoritys (TVAs) representatives at the NRC Headquarters in Rockville, Maryland. The objective of the meeting was for TVA to inform NRCs senior managers of the status of TVAs plans and activities leading to Browns Ferry Unit 1 restart targeted for 2007.

The meeting was classified as a Category 1 meeting. However, no members of the public were in attendance. Attachment 1 is a list of attendees, and Attachment 2 is a copy of TVAs handout distributed during the meeting. The handout contains TVAs agenda for the meeting.

The presentation focused on background information regarding the three Browns Ferry units which are essentially identical in design. The three units were voluntarily shut down in 1985 because of regulatory and management issues. The NRC issued a letter pursuant to Title 10, Code of Federal regulations, Section 50.54(f), requesting TVA to specify corrective actions that would be completed prior to restart, and confirming TVAs commitment not to restart any unit without NRCs concurrence. Subsequently, Unit 2 restarted in May 1991, and Unit 3 in November 1995, following Commission briefings.

On May 16, 2002, TVAs Board of directors decided to restart Browns Ferry Unit 1 in 2007, and authorized TVA staff to request a 20-year extension of the operating licenses for the three units. To achieve this goal, TVA is generally implementing the same programs on Unit 1 that were used for the restart of Units 2 and 3, and is incorporating improvements and lessons learned. TVA is assigning dedicated resources for Unit 1 restart, including personnel with experience on restart of Units 2 and 3.

In addition, TVA representatives discussed the work scope, engineering activities, design change packages, the impact on the operating units, and schedules. Furthermore, TVA representatives discussed the regulatory framework for Unit 1 restart, the corrective action program to monitor quality, self-assessment initiatives, and quality assurance programs.

Tennessee Valley Authority The NRC staff had several comments primarily regarding the shared systems at Browns Ferry, the probabilistic risk assessment which is common to the three Browns Ferry units and its assessment of the shared systems, and TVAs regulatory framework letter. These issues will be discussed with TVA in future meetings.
