Dear Mr. Miller:

The final exercise report for the October 23, 2002, full-participation plume pathway exercise of the offsite radiological emergency response plans site-specific to the Seabrook Nuclear Power Station was sent on CD January 31, 2002. A hard copy of the report will follow. This report addresses the evaluation of the plans and preparedness for the State of New Hampshire and the Commonwealth of Massachusetts's portions of the Emergency Planning Zone. The State of New Hampshire, the Commonwealth of Massachusetts, 17 New Hampshire EPZ communities and six Massachusetts communities participated in the exercise. The final exercise report was prepared by the Federal Emergency Management Agency, Region I staff. Copies of this report will be forwarded to the State of New Hampshire, the Commonwealth of Massachusetts and the State of Maine.

There were no Deficiencies identified during the exercise. There were, however, 20 Areas Requiring Corrective Action (ARCAs) identified in New Hampshire and 11 ARCAs identified in Massachusetts. Region I staff will coordinate with the State of New Hampshire and the Commonwealth of Massachusetts to correct the ARCAs on or before the next scheduled biennial exercise.

Based on the results of the October 23, 2002, exercise, the offsite radiological emergency response plans and preparedness for the State of New Hampshire, the Commonwealth of Massachusetts and their affected local jurisdictions site-specific to the Seabrook Nuclear Power Station, can be implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site.
