MINUTES OF INTERNAL MEETING OF THE DAVIS-BESSE OVERSIGHT PANEL The implementation of the IMC 0350 process for the Davis-Besse Nuclear Power Station was announced on April 29, 2002. Plant Status and Inspector Insights Scott Thomas provided a briefing on current plant activities as follows:
Decay Heat Valve Pit - Stainless Steel plates are being installed and welded in the floor of the DH Valve Pit.
Emergency Sump - Support structures are being installed for the strainers.
Containment Air Coolers - Pre-fabrication work is ongoing for #1 CAC Service Water Tree. Development of the #2 and #3 CAC Service Water Trees is underway.
Critical Path - #2 Decay Heat Pump and Cavity Seal work are current critical path items on the way to fuel reload.
Lew Meyers mandated at morning meeting that fuel will be loaded by January 15, 2003.
Current schedule would not allow fuel reload prior to February 3, 2003. Opinion of the DBOP is that the January 15 date is near impossible and no confidence at this time in the February 3 date. Concerns of schedule over safety were discussed with increased attention to be focused in this area.
Dave Gudger, licensee manager of Corrective Action Program, stated in a morning meeting that 7000-9000 Restart Item Identified Corrective Actions remained to be evaluated for specific Mode Restraint requirements. S. Thomas estimated that one third of the restart item Corrective Actions would be binned into a Mode Restraint. The licensee has imposed a deadline of Monday, January 6, 2003, for identifying Mode 6 Restraints. Currently the licensee has identified approximately 500 Mode 6 restraining issues.
Jim Powers, licensee Director of Engineering, indicated to the resident office that 26 engineering issues were considered significant restraints prior to restart. The DBOP is seeking clarification on these issues.
Bill Kane is expected to tour the Davis-Besse Nuclear Power Station on January 9, 2003. Appropriate actions were discussed for the visit.
A. Mendiola informed the panel that a Framatone representative informed him that Davis-Besses originally ordered new reactor vessel head would be available later this year (2003).
C. Lipa noted that J. Grobe desired more information on an indicated drop in restart modifications. S. Thomas took this action item.
2.
Restart Checklist The Restart Checklist was discussed by the Davis-Besse Oversight Panel (DBOP).
Revision 2 of the checklist is currently ready for DBOP review. Areas of change included reformatting of the number scheme to more closely line up with the original Restart Checklist, and the inclusion of item 4.d - Completeness and Accuracy of Information. Continued discussion was expected at the next internal meeting.
3.
Review of action items (panel)
The panel reviewed the list of open action items, with discussions and actions as follows:
Item 24a - Item now assigned to A. Mendiola to look at phone conferences on quarantine issue and determine if they can be released to the public.
Item 54a - Item is under NRR review. Expected calculation completion date of January 17, 2003. Allegation aspect still under the domain of Region III.
Item 73 - C. Lipa working on general input for current submittal with future expanded work expected.
Item74 - RAM has been updated. On 01/09/03 an inspection plan meeting will be held at Region III.
Item 85 - closed Item 88 - Package scheduled to be ready in mid January with a SERP expected in February.
Item 95 - closed Item 131 - J. Grobe completed a flowchart on decision logic to be discussed in a meeting during the week of January 6 - 10.
Item 133 - Tape being sent from licensee to J. Strasma New Item 134 - Action to look into the drop off restart modifications assigned to S.

Licensing Issues/Actions (DLPM) - status sheet A. Mendiola provided a status of green ticket issues. The special inspection on hot particles issue letter to M. Kaptur is due out by mid month. The final letters to Gilmor, Kaptur and UCS are done. The Governor Taft response was on hold waiting a response from Governor Tafts office from the original SECY letter.
A. Mendiola briefed the DBOP on the expected EDO and Commission briefings for January. Expected agenda for the LLTF Commission Briefing on January 14, 2003 to include a briefing by the LLTF, the Management Review Team report, EDO report, Research and NRR reports and the presentation of four action plans. Three delegated to NRR and one under RES.
A. Mendiola explained that due to limited licensee response to Bulletin 2002-02 through MRP-75, NRR was planning on issuing interim compensatory orders. The orders themselves to be shown to the MRP around January 15, and expected to be issued at the end of the month.
A. Mendiola informed the DBOP that the IG report was currently being reviewed by the EDO and was expected for release next week.
5.

Milestones/Commitments The Panel discussed upcoming milestones and commitments as put forth in the agenda.
Of note, the NRR Program Review Meeting was rescheduled for February 10, 2003 for the Commission meeting and February 4, 2003 for the EDO briefing.
