2) AmerGen Letter to NRC, Dated November 4, 2002 Regarding TMI-1 Emergency Notification System Warning Sirens In response to Reference 1 and subsequent discussions with NRC Staff, we are providing an update describing our actions to address the Emergency Notification System Warning Siren concern described in Reference 1. After receiving more specific information on the area of concern, consistent with our Reference 2 letter, the Exelon Corporate Emergency Preparedness (EP) organization and the AmerGen TMI-1 EP Staff have performed an assessment of the Warning Siren capability in that area within Fairview Township, York County.

Three sirens are located within one to two miles of the resident street location. Field observations and functional testing (i.e., a "Quiet Test") of these sirens have now been performed, which confirmed that these sirens are operating properly. Based on this testing, the sirens of interest would be expected to perform satisfactorily in response to an extended activation command, such as in the case of an emergency.

However, to provide further confirmation of siren performance in the area of concern, AmerGen has decided to work with the local authorities to perform a test that will fully sound the sirens and locally verify adequate sound coverage at the location of concern.

Contingent upon gaining agreement from the local authorities, AmerGen will conduct this test within the first quarter of 2003. If any inadequacies in siren performance are identified, they will be entered into and addressed by our corrective action program.
