SUMMARY
WITH EXELON CORPORATION TO DISCUSS MATTERS RELATED TO THE NRC STAFF REVIEW OF THE PEACH BOTTOM ATOMIC POWER STATION LICENSE RENEWAL APPLICATION On December 4, 2002, NRC staff and Exelon (the applicant) representatives participated in a conference call to discuss (1) a request for additional information (RAI) for the emergency service water system; (2) confirmatory item 4.1.2-1; and (3) open item 2.3.3.19.2-1. A list of attendees is enclosed.
In a letter dated October 21, 2002, Exelon provided additional items that were brought into the scope of license renewal for Peach Bottom Atomic Power Station, Units 2 and 3 (Peach Bottom). The NRC staff reviewed the information regarding the components in the emergency service water system. The staff requested additional information regarding the aging management review for these components, as outlined below.
Information from the applicant stated that the subject components are valve bodies, piping, and tubing made from plastic. The internal environment is raw water and the components intended function is a pressure boundary. The staff provided the following RAIs:
What is the specific type of material (e.g., PVC or other types) for each of the components?
What are the bases to justify a service life to the extended operating period without aging management or replacement? Please discuss specific technical bases, include engineering data and operating experience to demonstrate that there are no aging effects related to this material-environment combination, or identify the aging effects and the appropriate aging management programs.
The applicant agreed to provide a response to the staff by December 13, 2002. In a letter from M.P. Gallagher to the NRC dated December 19, 2002, Exelon provided the requested information. The staff subsequently called the applicant to request additional information related to operating experience. The applicant provided the additional information in a letter from M.P. Gallagher to the NRC dated January 14, 2003.
Confirmatory Item 4.1.2-1 was the next item of discussion. The staff asked the applicant to clarify that the reactor pressure vessel fracture toughness evaluations considered the combinatorial effects of license renewal and projected power uprates. The applicant committed to provide a response. In the letter from M.P. Gallagher to the NRC dated December 19, 2002, Exelon provided the requested information.
The last item of discussion was Open Item 2.3.3.19.2-1. The staff also asked for additional information regarding the November 26, 2002, response for this open item. Specifically, the staff asked why the applicant did not credit the inservice inspection (ISI) program for aging management of the additional non safety-related components from the reactor recirculation system. The applicant committed to provide a response. In the letter from M.P. Gallagher to the NRC dated January 14, 2003, the applicant provided the requested information.
