January 7, 2003 In accordance with Nuclear Regulatory Commission (NRC) Order EA-02-0261 (the Order) dated January 7, 2003, (Reference 1), and 10 CFR 50.4, STP Nuclear Operating Company (STPNOC) hereby submits the information required by Condition C.1 of Section III of the Order via overnight delivery.
The NRC required that STPNOC submit a response addressing Conditions B.1, B.2 and C.1 in Section III of the Order within twenty (20) days of the date of the Order. to this letter contains STPNOC's response, which specifically delineates the actions taken or to be taken by STPNOC to comply with the Order. Only those actions specifically listed in Enclosure 1 to this letter are considered commitments to the requirements of the Order.
Condition C.1 of the Order required the submission of a schedule for achieving compliance with the requirements in Attachment 2 to the Order. Enclosure 1 to this letter lists the requirements and describes STPNOC's actions and schedule to comply. contains safeguards information and should be withheld from public disclosure in accordance with 10 CFR 73.21.
The Order was immediately effective and modifies STPNOC's licenses to operate South Texas Project Units 1 & 2 to require STPNOC to begin immediately to implement compensatory measures set forth in Attachment 2 to the Order. STPNOC will

ATk1[ I Page 2 of 3 implement the requirements described in Attacnment 2, as further explained in to the letter from Samuel J. Collins dated January 7, 2003 (Reference 1),
instead of the associated Regulatory Guide 5.66 requirements. In accordance with the Order, STPNOC is implementing these actions as detailed in Enclosure 1.
