Dear Sir or Madam:

The Rock Island County Board recently rescinded their resolution of support for license renewal for the Quad Cities Nuclear Power Station located at Cordova, Illinois. Enclosed is a copy of the withdrawal of support resolution for this facility.

Rock Island County is currently involved in appeals for this facilities property taxes for the 2001 and 2002 years. Exelon and Mid-American representatives have presented appraisals indicating that the plant's value is $0 (zero). The County Board feels if this plant is worthless, the license should not be renewed.

Please forward this resolution and letter to all necessary branches of the NRC to ensure that the licensing authority is aware of our position on this matter. Should you have any questions, please feel free to contact me at 309-558-3601.

Rock Island County Board Resolution Withdrawing Support for License Renewal of the Quad Cities Generating Station - Cordova WHEREAS, the County Board of Rock Island County did adopt Resolution #2002-1001 supporting the license renewal of the Quad Cities Generating Station - Cordova; and WHEREAS, since that October, 2002 approval; items of concern have come to light; and WHEREAS, Exelon representatives have filed for a reduction in their tax assessment in the amount of $0 (zero) dollars because the plant is not worth anything according to their appraisal: and WHEREAS, Rock Island County has a duty to provide emergency response to the nuclear plant should the necessity occur; and WHEREAS, if Rock Island County were to receive no tax funding from the Quad Cities Generating Plant for the emergency protection services of the plant and our community, we will not have the resources to provide these services; and WHEREAS, Rock Island County could not adequately protect our citizens from potential hazards of this plant due to the reduction in funding, and NOW, THEREFORE, BE IT RESOLVED, by the County Board of Rock Island County, Illinois, that we hereby rescind our resolution of support #2002-1001 for Exelon Nuclear's License Renewal Application for the additional 20 year operation of the Quad Cities Generating Station; and be it further RESOLVED, that a suitable copy of this resolution be presented to the Nuclear Regulatory Commission.
