ASSESSMENT FOLLOW-UP - SEQUOYAH NUCLEAR PLANT, UNIT 2
Dear Mr. Scalice:
We were informed by Dennis Koehl of your staff on December 28, 2002, that you have crossed the Green to White threshold for the Unplanned Scrams performance indicator for Unit 2 for the fourth quarter of calendar year (CY) 2002. In a subsequent meeting I had with Rick Purcell, Dennis Koehl, and Pedro Salas of your staff on January 8, 2003, the crossing of the White threshold was confirmed. As a result, we have assessed Sequoyah Unit 2s performance to be in the Regulatory Response column of the NRCs Action Matrix. Therefore, we plan to conduct Supplemental Inspection Procedure 95001 to better understand the causes contributing to your performance issues and your planned corrective actions.
This letter is to inform you that we plan to have Scott Freeman, the Senior Resident Inspector at the Sequoyah facility, perform the supplemental inspection in February, 2003. As discussed in the January 8, 2003, meeting with your staff, the specific dates in February when Mr.
Freeman will perform this inspection are dependent upon the completion of your root cause investigation and corrective action plan development. Mr. Freeman will coordinate directly with your staff at the Sequoyah facility for the performance of this supplemental inspection.
In accordance with 10 CFR 2.790 of the NRCs Rules of Practice, a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or the Publicly Available Records (PARS) component of NRC's document system (ADAMS). ADAMS is accessible from the NRC Web site at http://www.nrc.gov/NRC/ADAMS/index.html (the Public Electronic Reading Room).
