FEDERAL EMERGENCY MANAGEMENT AGENCY ISSUES DEFICIENCIES AS A RESULT OF ITEMS IDENTIFIED DURING THE OCTOBER 23, 2002 SEABROOK NUCLEAR POWER STATION EXERCISE

Dear Mr. Warner:

Enclosed are copies of letters from Dale A. Craig, Regional Director, FEMA Region I, to Stephen McGrail, Director of Massachusetts Emergency Management Agency and to Donald P.

Bliss, Director of the Division of Fire Safety and Emergency Management of the Office of Emergency Management of New Hampshire. The letters officially informed these two states of the identification of Deficiencies during the October 23, 2002, Seabrook Nuclear Power Station Exercise.

For Massachusetts, the Deficiency resulted from the failure to properly communicate the order to ingest KI for emergency workers and institutionalized individuals. For New Hampshire, the Deficiency resulted from the failure to properly communicate the order to ingest KI by emergency workers in local communities. The issues are explained further in the respective letters.

Please provided the necessary assistance to these agencies to resolve the Deficiencies in a timely manner.
