2.0 RESPONSIBILITIES 2.1 The first knowledgeable member of the Emergency Response Organization (ERO) arriving at the EOF shall be responsible for initiating actions to physically activate the EOF. As additional staff arrives, they shall assist in the physical activation process.

2.2 The EOF staff shall be responsible for assuring the physical readiness of their own work stations including start-up and testing of communication systems and computers. Each staff member shall also be responsible for completing their individual checklist as their duties are performed.

2.3 The EOF Manager shall be responsible for declaring the EOF operational and directing the operations of the EOF staff.

2.4 The EOF Manager shall be responsible for directing activation of the Back-Up EOF at the Georgia Power Company (GPC) operating headquarters in Waynesboro should the primary EOF become uninhabitable.

3.0 PREREQUISITES A Site Area Emergency or General Emergency has been declared or the Emergency Director (ED) has ordered activation of the EOF. The EOF shall be placed on standby status at an Alert.

4.0 PRECAUTIONS If the EOF is uninhabitable or not functional, the EOF Manager shall order evacuation of the EOF to the Back-Up EOF at the GPC operating headquarters in Waynesboro.

5.2 FUNCTIONS AND OPERATIONS 5.2.1 After activation, the following functions shall be performed at the EOF by the organization shown in Figure 1:

5.2.1.4 Support for initial activities associated with planning for re-entry or recovery operations (EOF Manager).

5.2.1.5 Access control to and traffic control in and around the EOF ("EOF Support Coordinator Checklist", of this procedure).

5.2.1.6 Processing of personnel who require authorization to enter the EOF (EOF Support Coordinator).

5.2.1.7 Performance of offsite dose calculations ("Dose Assessment Manager Checklist", of this procedure).

.Procedure 91203-C Number 19.2 Page Number 5 of 22 Rev 5.3.4 The transfer of activities to the Back-Up EOF will be conducted in such a manner to assure that the continuity of the dose assessment and decision making functions of the EOF are maintained.

NOTE Total time required to complete the transfer should be approximately 75 minutes.

5.3.5 The EOF Manager shall declare the Back-Up EOF operational (capable of being activated), notify the TSC, assume all EOF functions and request that the ED inform offsite emergency response facilities.

5.* Contact the National Weather Service (Columbia S.C. to obtain forecast information for use in determining protective action recommendations.

NOTE In the case of an accident of sufficient severity to actually produce doses in excess of PAGs beyond the 10-mile EPZ, the response organization must effectively coordinate actions to expand response and protective actions beyond the planning basis. Provisions to consider expanding protective measures beyond 10 miles will be evaluated after protective measures have been implemented for the affected population within the 10-mile EPZ.

6.* Advise the EOF Manager on protective actions for the site and offsite. Consult Procedure;,

NOTES

a. Field monitoring measurements are important in determining the actual radiation levels in the environment. The dose assessment computer code provides only a rough approximation of radiation levels and location of the plume. The uncertainties in the source term and meteorological conditions in the affected areas are the chief contributors to the inaccuracies of projected dose and dose rate.

Once field monitoring information becomes available, the dose assessment computer code can be used to estimate the source term.

There is no widely accepted formula to use field monitoring data to reduce the uncertainties and inaccuracies in the dose assessment computer code. The Dose Assessment Manager or HP Supervisor must exercise professional judgment in determining the proper correction factors.

b. Once the decision to evacuate the general public has been made, FMT activities should be restricted to such activities as determining the source term for an unmonitored release or confirming the presence of radioactive plume. Plume centerline tracking is of relatively minor importance in protecting the health and safety of the public and should not be attempted for highly radioactive plumes unless the information has some value in assisting in the evacuation of the public. FMT activities that contributed to expeditious evacuation and consequent reduction in radiation dose of the public should continue within the EPA emergency exposure guidelines if necessary.

8.* Ensure that Field Monitoring Teams are assembled, dispatched and tracked per Procedures 91303-C, "Field Sampling And Surveys" and 91801-C, "Coordination Of Emergency Response And Planning Between Southern Nuclear Operating Company - Vogtle Electric Generating Plant and U.S. Department of Energy - Savannah River Site". Notify OSC Manager when team control has been assumed by the Dose Assessment Manager.

a. The CEDE component of the TEDE dose cannot be directly determined by field measurements, therefore a correction factor of (2) should be applied to convert the DDE to the TEDE dose. This is accomplished by multiplying the Direct Reading Dosimeter reading by 2 to get the TEDE dose. When actual source term data becomes available a more accurate correction factor may be obtained using the offsite dose assessment computer. This can be accomplished by comparing TEDE dose rate to EDE dose rate as follows: Correction Factor = TEDE dose rate EDE dose rate
b. Send field samples reading 100 cpm or greater above background (HP-210 probe or equivalent) to the site lab for immediate analysis, or to Plant Hatch if the Vogtle site lab is unavailable.
c. As necessary, send other environmental samples to the GPC Environmental Lab in Smyrna, GA or to Plant Hatch.

9.* Modify the routine environmental monitoring program as necessary to collect additional samples of environmental media. Coordinate modifications with and obtain sample results from the GPC Environmental Laboratory Manager (Smyrna) or his designee.

10.* Ensure that sufficient sampling is performed to characterize initial deposition and peak activity in pasture grass and milk and total intake of 1-131, Cs-137, Sr-89 and Sr-90.

11. Use the MIDAS program to calculate the projected deposition of radionuclides and associated dose in the ingestion pathway based on release data and meteorological condition.

12.* Compare field sample results and ingestion pathway analysis results with the US FDA Preventive and Emergency PAG levels and provide results to the states of Georgia and South Carolina.
