OF DECEMBER 11, 2002, MEETING WITH FLORIDA POWER &

LIGHT TO DISCUSS SPENT FUEL POOL RELATED SUBMITTALS (TAC NOS. MB6721, MB6722, MB6723, MB6724)

On December 11, 2002, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of Florida Power & Light (FPL) at the NRC Headquarters in Rockville, Maryland.

This meeting was held to discuss recently submitted license applications for Turkey Point Units 3 and 4 and Saint Lucie Units 1 and 2 concerning increased spent fuel pool (SFP) storage within the existing SFP cask areas, and the crediting of soluble boron along with fuel position to maintain reactivity within regulatory limits. The meeting was classified as a Category 2 meeting, which provided an opportunity for members of the public to communicate with the NRC staff after the business portion, but before the meeting was adjourned. Enclosure 1 is a list of attendees and Enclosure 2 is a copy of FPLs handout distributed during the meeting.

The licensee gave a presentation summarizing the current and future efforts for modifications to the SFP as well as the technical and licensing bases. The presentation covered the scope of modifications intended to be made to the SFPs at both facilities and how each submittal affected upcoming outages or influenced other licensing submittals. Additionally, the licensee discussed unique SFP design features. The licensee provided information regarding the timing of pending licensing submittals and their requested need dates for licensing submittals currently under review by the NRC staff. This presentation is included in the aforementioned licensee handout attached to this summary.

The NRC staff provided some editorial comments and asked several clarification questions regarding the Saint Lucie cask pit spent fuel storage rack submittal. The NRC staff indicated its intention to transmit more specific questions at a later date.

At the conclusion of the business meeting, comments were solicited from members of the public, but there were none. The staff noted that the above meeting was beneficial in gaining an understanding of FPLs plans and activities regarding SFP modifications for both facilities.
