INSPECTION OF SECURITY INTERIM COMPENSATORY MEASURES

Dear Mr. Stall:

On August 26, 2002, the NRC staff completed its mid-cycle plant performance assessment of the St. Lucie facility and provided you with an inspection plan detailing the inspections scheduled through September 30, 2003. At that time, you were advised that the NRC was in the process of finalizing a Temporary Instruction (TI) that would be used to review implementation of the Security Interim Compensatory Measures (ICMs) required by the Agencys Order issued on February 25, 2002, and you would be informed of the schedule for the TI inspection at a later date.

On September 13, 2002, TI 2515/148, Revision 1, Inspection of Nuclear Reactor Safeguards Interim Compensatory Measures, was issued. Subsequently, we conducted a pre-inspection audit utilizing Appendix A of the TI to obtain preliminary information on your implementation of the ICMs. With the completion of the audits at the Region II sites, we have developed an inspection schedule to complete the remaining portion of the TI, Appendices B and C, which will fully examine the details of implementation of the ICMs in the areas of security, operations, emergency planning, and information technology. The schedule for these inspections at Region II sites is enclosed. As your inspection is scheduled in January 2003, we have already been in contact with your staff to discuss the inspection conduct and logistics. In addition, the TI is being conducted in lieu of the security baseline inspections in the schedule enclosed with our August 26, 2002 letter; however, additional inspections may be scheduled later in calendar year 2003.
