SUMMARY

OF DECEMBER 18, 2002, MEETING WITH TENNESSEE VALLEY AUTHORITY TO DISCUSS THE STATUS OF LICENSING ACTIONS AND ACTIVITIES FOR THE SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 On December 18, 2002, the U.S. Nuclear Regulatory Commission (NRC) staff met with representatives of Tennessee Valley Authority (TVA, the licensee) at the NRC Headquarters in Rockville, Maryland. This meeting was held to discuss the status of licensing actions and activities for Sequoyah Nuclear Plant (SQN), Units 1 and 2. The meeting was classified as a Category 1, providing an opportunity for members of the public to communicate with the NRC staff after the business portion of the meeting but before the meeting was adjourned. However, there were no members of the public in attendance. Enclosure 1 is a list of attendees, and is a copy of TVAs handout distributed during the meeting.

The licensee discussed the SQN Project Plan by providing the priority issues and the future inspections and meetings/visits to the plant.

One of the issues discussed was the NRC staff concerns regarding the proposed use of through-bolted splice-plate connection for reconstruction of the steam generator replacement compartment roofs as described in Topical Report No. 24370-TR-C-003. As a result of the discussion, TVA representatives stated that they will present an alternative design that will address the NRC staff concerns. The participants agreed to meet on December 23, 2003.

The NRC staff noted that the December 18, 2002, meeting was beneficial in gaining an understanding of TVAs plans and the status of licensing activities regarding SQN Units 1and 2.
